In 90% of cases, you need an " certificate by request".
This kind of certificate is required: banks, visa centers, Embassy (Consulate), Federal Migration Service (when extending the migration registration, obtaining temporary residence permit, residence permit, or citizenship), employer.

This certificate is issued only to those who graduated or were expelled from the university. It contains the period of study at university, the numbers and dates of enrollment/expulsion orders, diploma#number and appendix in case of successfully graduating from the university. The certificate is required when you apply for a temporary residence permit, residence permit, or Russian citizenship.
